Wilhelem Wilhelem joins CRAN
Namibian legal practitioner and public sector professional Wilhelem Wilhelem has been appointed as a legal advisor at the Communications Regulatory Authority of Namibia (CRAN).
Wilhelem is an admitted legal practitioner in the High Court of Namibia, with a background spanning the criminal justice system, policing and government legal advisory work.
He holds a BA-Juris and an LLB from the University of Namibia.
Wilhelem began his career as a public prosecutor before joining the Namibian Police, where he rose to the rank of chief inspector.
He later served as a legislative drafter at the justice ministry, contributing to the drafting, interpretation and development of national legislation and regulatory frameworks.
Reflecting on his appointment to CRAN, Wilhelem said: ”This appointment is an honour and a responsibility."
He noted that the appointment also "represents a transition into a fast-evolving, technology-driven sector that is central to Namibia's socio-economic development and Vision 2030 goals".
His motivation for taking on the role is rooted in a commitment to national development through digital transformation, he explained.
”The communications and technology sector is evolving rapidly, and effective regulation is essential to promote innovation, protect consumers, advance digital inclusion and strengthen national cyber resilience."
In his new position, Wilhelem will support regulatory processes, provide legislative guidance and contribute to policy and legal development while ensuring compliance with applicable laws and frameworks.
Building digital trust
Among his priorities is gaining a deeper understanding of institutional strategic objectives and strengthening stakeholder engagement.
He highlighted cybersecurity and digital regulation as key focus areas, particularly as Namibia advances reforms such as the Cybercrime Bill, the Electronic Transactions Act and the introduction of electronic signatures.
“These developments are critical in enabling secure electronic commerce, improving efficiency, modernising service delivery, and building trust in digital transactions,” Wilhelem said.
His vision is to help foster a responsive and forward-looking regulatory environment that balances innovation with public interest, digital trust and national security.
He also supports cybersecurity awareness and digital literacy, warning that cyber threats such as fraud, identity theft and data breaches are becoming increasingly sophisticated.
Describing his leadership approach, Wilhelem said: “My leadership style is disciplined, principled, collaborative and solution-oriented.”
He added that integrity, accountability, fairness and public service remain the values guiding his work, and stakeholders can expect a strong commitment to regulatory excellence and good governance.
