Shita Shimwe: Driving organisational growth through people-centric leadership Leading with empathy and integrity

Shita Shimwe has built a career in human resources, combining insight with a passion for people development. 

Today, as manager of organisational development, training and industrial relations at the Government Institutions Pensions Fund (GIPF), Shimwe leads initiatives that enhance employee growth, strengthen workplace culture and align human capital strategies with the fund’s long-term objectives.

His interest in HR began with a fascination for the systems that support people. “I was intrigued by how strategic human capital management can elevate an organisation’s performance and culture,” Shimwe recalls. 

Over the years, he has remained in the sector because it allows him to “create workplaces where individuals can grow, contribute and thrive.”

Shimwe’s career spans public service, banking and the corporate sector. He began his career as a recruitment officer at the Namibian Police, laying a strong foundation in talent acquisition and professional discipline. He then joined NUST as a human capital business partner, where he managed recruitment and onboarding. 

Subsequent roles included chief HR policy analyst at the Office of the Prime Minister, human capital consultant and change management manager at Standard Bank Namibia, and country director/group GM: HR at Grupo Nueva Pescanova. “Each position deepened my expertise in policy formulation, change management and executive leadership,” Shimwe notes.

Wellness a key focus

Guided by integrity, empathy and continuous learning, Shimwe emphasises fairness and transparency in all HR processes. “I aim to ensure fairness, transparency and ethical conduct in all HR processes,” he explains.

His professional development includes Prosci Change Management certification, and he is currently pursuing a master’s in business analytics to remain ahead in the field.

Balancing a demanding role with personal wellness is essential. Shimwe maintains this through strategic delegation and prioritising activities such as running and cycling. 

“Leaders must model balance. When leadership prioritises wellness, it encourages the broader organisation to do the same,” he says.

Empathy and integrity 

Reflecting on his leadership career, Shimwe highlights adaptability and clear communication as critical lessons from leading major change initiatives. 

“These experiences underscored the importance of resilience, clarity and transparent communication,” he shares.

To young professionals aspiring to HR leadership, Shimwe advises: “Commit to continuous learning, strengthen your soft skills and above all, lead with empathy and integrity. These qualities will distinguish you as a trusted and impactful HR professional.”
